Canada has introduced new pilot programs designed to support home care workers by offering them permanent residency upon arrival. These pilots aim to streamline the immigration process for those providing essential care to vulnerable individuals such as children, seniors, and people with disabilities. The programs are part of Canada’s ongoing efforts to address labour shortages in caregiving sectors and to ensure that those who work in these roles can establish a secure future in the country. These new pilots are set to open by the beginning of 2025.

Key Updates for Caregivers
1. The current situation
Currently, foreign caregivers are able to obtain a work permit under the Temporary Foreign Worker Program (TFWP) and according to Immigration, Refugees and Citizenship Canada (IRCC), work permit applications for caregivers applying through the TFWP get faster processing.
2. New pilots
The pilots will allow for newly arrived home care workers to also obtain part time or temporary positions at organizations.
3. More direct pathway to permanent residency
Eligible caregivers can apply for permanent residency immediately upon arrival, bypassing the need to apply for temporary work permits first.
4. Selection criteria
- attain a minimum of level 4 based on the Canadian Language Benchmarks (CLB)
- hold the equivalent of a Canadian high school diploma
- have recent and relevant work experience
- receive an offer for a full-time home care job

Pros
Under the new pilots, home care workers will have the opportunity to establish permanent residency, giving them and their families the chance to build a life in Canada with long-term stability.
Caregivers gain access to social benefits and services that temporary workers typically can not, such as healthcare and the ability to sponsor family members.
With these pilots come the security of knowing that immigration status is not dependent on the employer or a temporary work permit.
For employers, the new pilot programs present an opportunity to attract skilled workers who are committed to providing quality care.
Caregiving is an essential sector in Canada, and the demand for qualified workers continues to rise.
By offering permanent residency, Canada hopes to create a more sustainable workforce and lessen pressure on families and healthcare systems that rely on the essential services of caregiving.

Cons
The caregiver must meet the selection criteria. However, we can work with you to determine how to best help you reach these goals, such as English or French language proficiency.
When the program opens, we expect a high demand for applications as IRCC will set a cap for the number of candidates. In this case, we will ensure your application is completed accurately with the correct documentation minimizing the time needed to submit your application.
